Senior Program Manager, Economics and Financing

Building off of the MEI work since 2008, key objectives of the Senior Program Manager, Malaria Economics and Financing will be to lead the MEI’s portfolio on malaria elimination and eradication economics and financing. This will include: setting the strategy and goals for the portfolio; representing the work externally to partners and to the Gates Foundation (the portfolio’s major donor); advising on national and regional financing mechanisms and approaches based on an understanding of fiscal space; overseeing research to generate an understanding of national and regional costs, benefits and financial gaps for malaria elimination; overseeing work to develop national and regional investment cases for malaria elimination; assessing what it will take for a country to transition from donor dependence to domestic funding for malaria, and; working with the MEI’s advocacy and policy team to use data to influence donor policy and domestic funding decisions in support of malaria elimination. At the national level, this work will be in partnership with at least three national malaria programs in Asia Pacific and southern Africa. At the regional level, this work will be in southern Africa and in partnership with the Elimination Eight (E8) Regional Initiative and other partners.

The Finance and Research Services Team at Global Health Sciences (GHS) is seeking a Grant Manager to manage a portfolio of pre- and post-award contracts, grants and cooperative agreements for GHS funded projects. Responsibilities include: assisting program staff in coordination and developing budgets and budget justifications and other requests for new proposals and continuation applications; post-award financial administration and management in accordance with UCSF policy and sponsor requirements; accounting and financial monitoring of assigned projects (including reconciling general ledgers, managing payroll distributions, maintaining up to date projections); preparation of vendor, subaward and independent consultant agreements; reconciling subcontract invoices; independently responding to sponsor reporting requests. The Grant Manager will contribute to pre-award grant proposal development, and will monitor grant and contract reporting requirements to ensure timely reporting and/or invoicing.
Epidemiologist, Technical Advisor in Maputo, Mozambique
Working in collaboration with UCSF/Global Programs Epidemiology and Surveillance team, the Epidemiologist will be seconded to the INS to provide overall technical assistance in the structure and function of the National Health Observatory. The Epidemiologist will be responsible for mentoring INS staff, including but not limited to Epidemiologists, Surveillance Officers, Data Managers, and Biostatisticians in the analysis, dissemination, and use of large HIV/TB data sets. The role of the Epidemiologist is crucial toward supporting INS’ role with managing and coordinating the national HIV/TB surveillance system and assessing response to epidemic control.
Grant Management Support Analyst

Global Health Sciences (GHS) is seeking a Grant Management Support Analyst to provide pre- and post- award support to the GHS Grant Managers. The Analyst will provide support to all GHS funded projects. Responsibilities include: monthly download of general ledgers; review of rent and network recharge expenses; initiate cost transfers and payroll transfers; maintain database of VAT expenses for international projects; transfer budgets to updated budget templates throughout the project year; assist with reconciling subcontract invoicing; assist with reconciling expenses purchased with University high value unrestricted procurement cards; monitor establishment of and payments to subcontracts and vendors; assist in maintaining all documents saved on the server in an organized fashion. Post-award responsibilities involve an overall standard of quality assurance in financial administration, budget allocations and expenditures for both core and subawards and to ensure adherence to contractual requirements and policies to maintain University best practices. This position will also contribute administratively to pre-award grant proposal development.
Country Director, Global Programs for Research & Training, Mozambique
The Country Director manages the Global Programs office in Maputo, Mozambique, which supports the work of UCSF and other UC researchers working in Mozambique.. The director serves at the in-country representative for University of California Global Programs and works with faculty to obtain funding and to ensure compliance with Mozambique laws and regulations.

The Research Analyst will work closely with the Deputy Director of Programs, the Associate Deputy Director of Programs, and Program Managers on projects funded by the Centers for Disease Control and Prevention (CDC) and other funders. The Research Analyst will also provide project oversight / technical advice on a number of Strategic Information (SI) projects, including managing operational and administrative issues relevant to various projects.
Graduate Student Researcher
The student researcher will work with a GHS professor to develop a website around a book she is co-editing on global health data. The book, intended for students and practitioners, will provide a comprehensive overview of new methodologies alongside the novel use of traditional methods for data collection, analysis, interpretation and dissemination.
